Two Keys Energy employees
have been fired and
another disciplined following
a four-month investigation into
allegations of payroll fraud,
improper use of the company’s
e-mail and Internet system and
violation of other policies.
Purchasing Supervisor
Letisia Powell and Contract
Coordinator Desiree Fernandez
were terminated, effective
August 7. Eva Pope, a buyer in
the company’s Purchasing Section,
was suspended for 10 days
without pay and placed on
probation for nine months.
The investigation, which
included an intensive review
of employee time sheets, security
camera tapes and e-mail
and Internet usage, found that
Powell and Fernandez routinely
manipulated the payroll
tracking system to, on multiple
occasions, get paid for time not
worked.

The Key West Citizen
Review Board (CRB) has been
much in the news lately.
Two weeks ago, we ran
a story about candidates for
Sheriff debating whether or not
a county-wide CRB is needed
to oversee the Monroe County
Sheriff’s Office. The Key West
CRB only oversees the Key West
Police Department (KWPD).
Last week, Key West Interim
Police Chief Donie Lee
agreed to consider beefing up
departmental policy concerning
officers’ use— or non-use— of
ICOP, the onboard video system
that has been installed in
most Key West police cars. That
agreement came after the CRB
pointed out that, apparently,
officers were deactivating the
system at will. The cameras are
supposed to automatically turn
on when officers activate their flashing blue lights.
Also last week, the CRB
concluded that Officer Luis
Sanchez used “unnecessary and
excessive force” when he pulled
local artist Sal Unuvar, 47, out of
his car and smashed his face into
the pavement during a traffic
stop in June of last year.
